EasyJet CEO Slams EU Cabin Baggage Mandate as Inefficient Resource Allocation

EasyJet’s chief executive has framed opposition to European Union baggage regulations around concerns about inefficient resource allocation and economic waste.
Proposed legislation would require airlines to provide free cabin baggage to all passengers across European aviation. Parliamentary approval has advanced regulations that would mandate allowances for both personal items and larger carry-on luggage.
Kenton Jarvis argues that market-based pricing allocates resources efficiently by matching supply with demand. Passengers who value baggage services pay for them, while those traveling light don’t subsidize services they don’t use, creating economically optimal outcomes.
Mandatory free baggage would force inefficient cross-subsidization, requiring all passengers to pay for services regardless of whether they use them. This represents suboptimal resource allocation that reduces overall economic efficiency and consumer welfare.
The airline also faces significant financial implications from revenue loss. EasyJet generates more than £2.5 billion annually from ancillary services that help maintain competitive fares. The carrier reported quarterly losses of £93 million while pursuing expansion strategies.
